“Cattle Brand Fraud Case Unveils RCMP’s Livestock Investigator’s Vital Role”

A Saskatchewan man is facing charges for allegedly committing cattle brand fraud, shedding light on the crucial role of Cpl. Owen Third, the sole livestock investigator within the Saskatchewan RCMP. Third assumed this specialized position in 2023 following over 18 years of service with the RCMP. He emphasizes the importance of educating producers and providing support to various detachments across Saskatchewan, where resources and expertise may be lacking.

Collaborating closely with Livestock Services of Saskatchewan (LSS), a non-profit organization that administers the Animal Production Act in the region, Third handles criminal investigations while leveraging LSS’s livestock inspection and identification services. Jason Pollock, the CEO of LSS, commends Third for his invaluable contributions, citing his deep understanding of the agricultural industry and ability to offer consistency and diligence in his work.

The recent charges stemmed from a tip received by LSS, prompting RCMP involvement in investigating altered cattle brands at a farm in the rural municipality of Martin. In total, 197 cattle, including cows and calves, were inspected during the probe, revealing instances of altered and fraudulently branded cattle. Third noted that this case marked the first criminal charges related to fraudulent branding during his tenure and hinted at complexities underlying livestock investigations, which often involve civil components.

As the legal process unfolds, more details regarding the case are expected to surface. Third, who is among only four RCMP livestock investigators nationwide, anticipates a busy year ahead due to the volume of referrals and complaints in Saskatchewan. Pollock emphasized that while the number of incidents may not be extensive, the financial impact is substantial, particularly for affected parties embroiled in such cases.
