Bolton Couple Faces Fence Dismantling Battle

A retired couple in Bolton is facing a directive to dismantle a £4,500 seven-foot fence constructed for privacy and security after an unsuccessful council appeal. David and Denise Hopwood opted for a 25-meter grey composite fence to replace a challenging-to-manage nine-foot hedge due to their age and health issues.

Following a neighbor’s complaint about the fence’s height, the couple applied for retroactive planning approval, which was subsequently denied last year. The council cited concerns that the fence did not blend with the area’s character and appearance.

Despite arguing that the fence significantly improved their lives, the couple’s appeal was recently rejected by the council after a site inspection. The official report outlined five reasons for the refusal, emphasizing that the fence’s attributes clashed with the street scene.

David expressed disappointment at the decision, pointing out that the fence was a practical solution for their privacy and security needs, as well as maintenance ease. The couple revealed resorting to hanging blankets on their washing line after removing the hedge to safeguard their privacy.

Situated at the junction of Plodder Lane and Duchy Avenue, their property faces open countryside, contributing to its semi-rural ambiance. While various boundary treatments exist along the street, the council noted the fence’s prominent position and stark contrast with neighboring structures.

Despite considering the couple’s privacy and security concerns, the council found insufficient justification for the fence’s height and material. The couple, yet to receive an enforcement notice, expressed dread at the prospect of dismantling the fence, describing the situation as stressful.

David mentioned that an enforcement notice might be imminent and hoped for a resolution that did not involve complete removal of the fence. The couple’s ordeal underscores the challenges they face in maintaining their chosen barrier for privacy and security.
